URGENT APPEAL TO STOP THE STATE-SANCTIONED GENOCIDE OF, AND CRIMES AGAINST HUMANITYAGAINST THE BENUE PEOPLE OF NIGERIA BY FULANI MILITANT HERDSMEN ACTING FOR POWERFUL CATTLE OWNERS IN NIGERIA

  • We, members of Save Benue-Nigeria Coalition, a group of NGOs and concerned individuals, write to request your urgent intervention to prevent state-sanctioned genocide, crimes against humanity & humanitarian crises in various farming communities in Benue State of Nigeria by Fulani militia with the knowledge and seeming collusion of the Nigerian government and powerful cattle owners and interests in Nigeria. Benue State is a major food producing state serving Nigeria and other countries in the sub-region. (Ref Appendix 1: Map of Nigeria with Benue Highlighted)

 

  • Since April 2013, various farming communities in Benue State have reported at least 53 attacks by militant terrorist herdsmen and over 1,300 people dead since April 2013 to the Nigerian authorities and security agencies. This includes an attack on a church in Egba, Agatu where 100 people were killed.(Ref Appendix 2: Timeline of Attacks)

 

  • In the early hours of 02 January 2018 and then on 06 January 2018, Fulani militia attacked 2 local government areas with a population of 491,000 people (Logo & Guma in Benue State). At least 73 people killed were hacked or shot to death, including a pregnant woman and a one and a half year old boy, and scores severely injured, including women and children. The dead were given a mass state burial by the Benue State government on Thursday 11 January 2018 (Ref Appendices 3-6: Mass Burial, Names of the Victims & Killings (Warning: contains Graphic Images)

 

  • At least 80,000 people have also been displaced from their farms and homes but there has been NO SINGLE PROSECUTION of anyone, even though the communities report that these Fulani militia move in large groups with illegal weapons such as AK-47s and in one case, there has been a reported use of chemical weapons. (Ref Appendix 2: Timeline of Attacks).

 

  • These Fulani militia have murdered and terrorised hundreds of men, women and children in Benue State in a bid to drive them off their ancestral farmlands in order to serve the interests of powerful cattle owners and provide grazing land for these cattle owners and interests both within and outside the government of Nigeria. These powerful cattle interests allegedly span several countries in West Africa and are mainly drawn from the Fulani tribe[1].

 

  • Within Nigeria, the interests of these cattle owners are overseen by the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and its sister association, Miyetti Allah Kautal Hore, a socio-cultural association. Both entities seem to have knowledge of these attacks and their perpetrators.  For example, Garus Gololo told the BBC Pidgin English Service that they attacked the Benue people in January, 2018, because some cows were stolen. This Garus Gololo has not been apprehended by the Nigerian authorities even though he as good as claimed responsibility for the terror attacks.[2]

 

  • The Fulani militia attack the communities, chase them off their lands and stay in some communities for weeks, grazing and destroying the lands. For example, in February 2016, communities in Buruku were attacked with scores killed. After the people had fled for their lives, the herdsmen sat on the farmlands of the Buruku community for several weeks, grazing their cattle and destroying their farms and food/seedling stores at will, UNCHALLENGED by Nigerian security agencies.

 

  • Food stores, crops/seedlings and property worth hundreds of millions of Naira in these communities have been destroyed by these militia in a deliberate ploy to impoverish the people and render them defenceless year on year while the Nigerian authorities and security agencies have continually looked the other way and failed to carry out their sworn constitutional duty to protect the Benue People. (Ref Appendix 7: Destroyed Property & Food Stores in Adaka, Benue in 2014)

 

  • The Nigerian government, currently headed by President Muhammadu Buhari, a Fulani man himself who owns cattle, has failed to stop these terrorists. The current President has also been reported to have represented the interests of these herdsmen in the past in previous dealings with another state governor in 2000 where he allegedly led a delegation to protest alleged attacks on some herdsmen (whom he reportedly called, ‘my people’).[3] Following the recent attacks in Benue, the President’s appeal to the Benue people was for them ‘to accommodate their fellow countrymen’. It seems that the President, by virtue of his tribe and his cattle owning interests, is sympathetic to these Fulani militants. The heads of security agencies themselves, many of which are headed by the President’s appointees and allegedly have close ties with these cattle owning interests have failed to take decisive action to protect the Benue People from these terrorists even though the pattern of their attacks have taken on a certain predictability wherein they come at the planting and harvesting season and murder and displace several farmers.

 

  • Benue leaders, including traditional rulers, and religious rulers, have brought the facts of these predictable attacks and location of these Fulani militia to the attention of the security agencies and the Nigerian government at various times but the authorities have turned a blind eye and failed to take proactive measures to protect Benue communities from attacks by these militia. The Nigerian authorities continue to deliberately downplay the seriousness of these attacks and even make excuses for the killers[4] – there have been no arrests or successful convictions of any of those responsible for these killings over the last four years.   • It should be noted also that Benue State, and indeed, the entire middle belt of Nigeria, is a major food producer within the sub region and if left unchecked, these terror attacks will also affect Nigeria and the region’s food security. THIS IS ONE CRISIS THE WORLD CANNOT AFFORD TO ALLOW TO ESCALATE.

 

  • It should be noted that these Fulani militia were ranked as the 4th deadliest terror group in the world after Boko Haram, ISIS and Al-Shabab by the Global Terrorism Index (2015). Their terror activities in the middle belt of Nigeria (of which Benue State is a part) has recently been reported in the Global Terrorism Index 2017 Report as being responsible for more terror deaths in the middle belt than even Boko Haram in 2016 (Boko Haram killed 762 people)[5]. Another study confirms that they were responsible for 1042 deaths in Benue alone in 2016[6]. This indicates that Fulani militant herdsmen have caused greater havoc to Nigerian citizens and are most meritorious of proscription by Nigerian government, as terrorist in order to apply the requisite force against them. OUR URGENT APPEAL:

 

  1. INTERVENE TO PROTECT THE BENUE PEOPLE FROM STATE-SANCTIONED GENOCIDE BY THESE TERRORISTS – THE NIGERIAN GOVERNMENT HAS DEMONSTRATED THAT THEY WOULD RATHER PROTECT THESE TERRORISTS AND THEIR LIVESTOCK THAN SAVE THE LIVES OF INNOCENT BENUE CITIZENS.

 

  1. PREVENT THE IMMINENT GENOCIDE OF THE BENUE PEOPLE IN ACCORDANCE WITH RELEVANT NATIONAL AND INTERNATIONAL LAWS AND TREATIES SUCH AS THE CONVENTION ON THE PREVENTION AND PUNISHMENT OF THE CRIME OF GENOCIDE (PARIS 1948) ASSENTED TO BY THE NIGERIAN GOVERNMENT ON JULY 29, 2009.

    We all condemn these killings… Human lives matter more than cattle. Owners should get ranches for their cattle as is obtained in other climes. No cattle colonies to any one. Cattle rearers should take care of their cattle rearing business unless they don’t see it as such…

    It should be noted that these Fulani militia were ranked as the 4th deadliest terror group in the world after Boko Haram, ISIS and Al-Shabab by the Global Terrorism Index (2015). Their terror activities in the middle belt of Nigeria (of which Benue State is a part) has recently been reported in the Global Terrorism Index 2017 Report as being responsible for more terror deaths in the middle belt than even Boko Haram in 2016 (Boko Haram killed 762 people)[5]. Another study confirms that they were responsible for 1042 deaths in Benue alone in 2016[6]. So following the stastics it confirm that this ungodly action should be handled with an imidiat effect .

    The Nigeria Federal govt has maintained silence in the face of gruesome murders of innocent citizens. The govt cannot now extricate herself of complexity; silence is consent!
